The Metal Gear Solid V The Phantom Pain and Metal Gear Online servers are currently unavailable due to maintenance but if you’ve downloaded the update you’re good to have a look around your home base with the avatar you created at the start of The Phantom Pain story. There’s not much you can do other than look around, although the text suggests once connected you’ll be able to practice via training without having to engage with other players.
